Based on the conceptions and methods about regional meteorological drought intensity index, the standardized Regional meteorological Drought Intensity Index (RDI) and Regional meteorological Drought variance Index(RDVI) of eleven first-level divisions of meteorology and geography over China were compuled. When we divide the RDI series by a set of critical points and the mutual information between RDI series and its rank order series reach its maximum, this set of critical points is optimal. By which, we can definite the rank of dry and wet by this set of critical points on RDI series of all Region and get the standards of different rank of drought and flood for each Region. When employing the RDI and RDVI synthetically, we can judge and analysis the process of regional meteorological Drought events. By analysising the daily changes of RDI and RDVI, we research the criterion of regional drought forecast, then divide the regional drought alert into three grade, the No. 1, No. 2 and No. 3 grade corresponding to red, orange and yellow respectively, and also provide the foundation to distinguish three regional drought forecast alert.
